Mastercard issues New 2 Series Bin range

2 Important Mastercard Mandates Effective in 2017

Mastercard has issued two upcoming changes that may affect you, the New 2-Series Bank Identification Numbers (BIN) and the Mastercard Unique Terminal Identification (TID) Mandates. While each update is very different, depending on your POS software versions and Windows Operating Software, it is important to note the deadlines to comply are June 30, 2017 and December 31, 2017 respectively. We are informing you of these important dates and we will be contacting you directly to ensure these updates are made to your systems to avoid penalty.

#1 NEW 2-SERIES BANK IDENTIFICATION NUMBERS 2-SERIES (BIN) MANDATE

In order to support an expanding payments industry, Mastercard will begin issuing cards that utilize Bank Identification Numbers (BINs) beginning with a 2 in the range of 222100-272099. Effective June 30, 2017, merchants will be required to update BIN tables to support the new 2-Series BIN cards. If the appropriate actions are not taken, some MasterCard transactions will be declined at the Point-Of-Sale and merchants in violation will be fined.

What is happening?

You are required to update your POS software and/or hardware in order to begin accepting and processing new 2-Series BIN transactions. If you do not update your software before the deadline, you will fall into a status of non-compliance. Each non-compliant merchant site will face fines ranging from $2,500 – $20,000 per occurrence, imposed by the card brands. A non-compliant occurrence is defined as any attempted and failed transaction that is confirmed as failed due to a merchant’s lack of readiness to support 2-Series BIN transactions.

What do you need to do?

You must contact CTSG (your POS provider) to schedule the required upgrade.  This upgrade may require you to replace certain hardware/software at your expense, regardless of warranties, maintenance agreements, or service contracts.  Each customer is different and we will identify specific needs to ensure your compliancy with this mandate prior to deadlines.  With hundreds of sites that need upgrades, don’t hesitate to contact us to get it done before the deadline. #2 MASTERCARD UNIQUE TERMINAL ID MANDATE

What is happening?

The Mastercard Unique Terminal ID mandate only affects merchants using an integrated point-of-sale system with multiple devices in a single location. This mandate requires unique terminal identifiers for each independent card reading device at a single location. While the mandate is in effect now, fines for non-compliance do not go into effect until December 31, 2017. Multiple card-reading devices, such as MSRs (Magnetic Card Reader), connected to a single host terminal are each required to have a Unique Device ID to remain compliant and avoid potential fines from Mastercard.    The fines will be assessed for each transaction that violates this mandate.

What do you need to do?

If you have upgraded your system as per #1 mandate, no need to take action.   If you have not upgraded the POS software to newer version, CTSG will communicate with you in the near future and upgrade your POS software to meet this mandate.  To avoid future fines, card reading devices are required to send separate and Unique Device ID numbers by December 31, 2017. These mandates and penalties have been imposed by the card brands; CTSG, FocusPOS, or hardware manufactures cannot force you to have these changes to your systems, but if you choose risk the penalties and to not make the necessary changes to your systems, then CTSG will require you to sign a waiver of service.
